(a) The Royal Naval Canteen

(e) the removal of the Navel Arsenal from the Arsenal Yard
and Zellett Island
I have the honour to send you the following proposals for giving practical effect to these matters. They are to a certain extent connected. with each other, but I think they should be dealt with seperately so that difficulties which may arise in any one of them may not delay the others.

THE ROYAL NAVAL CANTEEE. The removal of this building is necessary in order that this Government may fulfil its commit- ments under the Fraye Seat Reclaration sclere aa boon as possible.
I am prepared to recommend for the approval of the Secretary of State for the Colonies the following terms, if the Admiralty and the trustees will accept them -

for the existing buildings.
(b) The grant of a new site on the reclamation equivalent in area, and with ses frontage, in exchange for the site now occupied by the Canteen, as shean in pink on plan No.1, which is sent herewith.
(c) Buildings worth at least 154,000 to be erected by the
Trustees on the new site within two years from the date of a letter stating that the new site is at the disposal of the Canteen Trustees.
